Preparing for Potential Postal Service Disruption
With the potential for interruptions to Canada Post services, Loyalist Township encourages residents to consider alternative methods for accessing and submitting essential services, such as property tax, utility, and court-related payments. The Township remains dedicated to ensuring continuity of services for residents, despite possible mail delays.
Animal services
2025 Dog Tags go on sale on November 25, 2024. Tags can be purchased in person at several outlets throughout the Township. Dog tags will continue to be available for purchase online, however, the Canada Post disruption could delay the delivery of your purchased tag(s).
Garbage bag tags
Garbage bag tags can be purchased from several retail outlets throughout the Township. Bag tags are also available for purchase online, however, the Canada Post disruption could delay the delivery of your purchased tags.
Transit passes
Transit passes can be purchased from several retail outlets, including outlets in Loyalist Township and the Kingston area. Multi-ride passes are also available for purchase online, however, the Canada Post disruption could delay the delivery of your purchased pass(es).
Parking tickets
Interruptions to paying a parking ticket
Due to the Canada Post labour disruption, there may be an impact to mail delivery as it relates to parking tickets. If you receive a parking ticket, you can pay online or deposit a cheque in a sealed envelope at the drop box located at the Township Office 263 Main Street, Odessa. Mailing a cheque is not recommended. You are still required to pay your parking ticket within the required timelines.
If you receive a parking ticket, you can pay your ticket in one of the following ways:
Online - Using our online parking ticket form
In person – By interac, cash or cheque at the Administration Office at 263 Main Street, Odessa, during office hours, Monday to Friday, 8:30 a.m. to 4:30 p.m.
Drop box - You can also drop payment by cheque into one of several 24-hour drop boxes throughout the Township:

Utility bills
Customers who are registered to receive their utility bills in hardcopy via mail must pay the amount owing by the due date to avoid late payment charges.
To avoid disruptions in receiving utility bills, customers are encouraged to go paperless and we will deliver a PDF version of your water and sewer bill directly to your email account. The electronic bill looks just like a paper bill, and your due date and payment options are the same. To go paperless, please fill out the e-billing form.
Payment options
Automatic withdrawal – Complete our Automatic Debit Plan authorization form and we will take your payment out of your bank account on the due date.
Online or telephone banking – Add Loyalist Water or Loyalist Utilities as a payee. Use your 15-digit account number, found on your water and sewer bill, with no spaces or dots. Please allow enough processing time to make sure we get your payment by the due date.
In person – You can pay by cash, cheque, or debit at the Odessa Municipal Office during office hours.

Building permits
Permit applications can be submitted and managed through our CityView Portal online application processing system. Alternative arrangements for submitting applications can also be made by contacting the Economic Growth and Community Development Services office at 613-386-7351 ext. 126#. Additional correspondence such as zoning compliance letters, can be sent via e-mail to the Chief Building Official.

Customers with planning and development applications are advised to contact the Economic Growth and Community Development Services office at613-386-7351, ext. 126# to make alternate arrangements such as courier or in-person drop-offs.
