2022 Municipal Election - Official Results
The official results of the 2022 Municipal Election provides a breakdown of votes by voting method and ward. The Clerk has certified the election results as of 2:00pm, Tuesday, October 25, 2022.
Candidate Financial Statements
All Candidates running in the 2022 Municipal and School Board Elections are required to file the Form 4- Financial Statement outlining their campaign expenses. Failure to file by March 31, 2023 by 2:00pm results in the Candidate being ineligible to be elected or appointed to any office to which the Municipal Act applies to until the next regular election.
Section 88.23(4) and 88.29 (11) of the Municipal Elections Act requires the Clerk to make available to the public a report setting out all candidates in an election and indicating whether each candidates complied with Section 88.25 Act, or in the case of registered third party advertisers, a report setting out all registered third party candidates and whether each registered third party candidate complied with Section 88.30 of the Act. Information For Third Party Advertisers
What is a third party advertisement? |
A third party advertisement refers to an advertisement in any broadcast, print, electronic or other medium that promotes, supports or opposes a candidate in the election, or, a "yes" or "no" answer to a question on the ballot. Ontario residents, corporations and trade unions that will incur expenses for such advertisements must register as a third party advertiser with the Township Clerk before they can begin advertising. Registration to be a third party advertiser for the 2022 Municipal Elections will begin at 8:30 am on Monday, May 2, 2022 and end at 4:30 pm on Friday, October 21, 2022. Additional information regarding the registration process and requirements will be available in early 2022. |

Election Compliance Audit Committee
The Joint Election Compliance Audit Committee reviews applications for compliance audits of the election campaign finances of candidates and registered third-party advertisers and considers report(s) from the Township Clerk on apparent contraventions of contribution limits. Audit Process |
Any eligible elector who believes on reasonable grounds that a candidate or registered third party advertiser has contravened a provision of the Municipal Elections Act relating to election campaign finance may apply for a compliance audit. An application for a compliance audit shall be made to either the Township Clerk or the secretary of the school board for which the candidate was nominated for office. The application shall be in writing and shall state the reasons for the request for a compliance audit. Certain deadlines apply to all stages of the audit request process. For the 2018 municipal election, the deadline for most audit requests was June 27, 2019. For the 2022 municipal election, the deadline for most audit requests will be June 29, 2023. |

2022 Post-Election Accessibility Report
The 2022 Post-Election Accessibility report serves to meet the legislative requirements under the Municipal Elections Act, Section 12.1 (3), that within 90 days after voting day, the Clerk shall prepare a report about the identification, removal and prevention of barriers that affect electors and candidates with disabilities.

2022 Municipal Election Accessibility Plan
In an effort to ensure that the 2022 Municipal Election is consistent with core principals of the Accessibility for Ontarians with Disabilities Act, 2005, and current Loyalist Township Accessibility Protocols, this document was created prior to the 2022 elections in order to identify measures to be taken to ensure the 2022 Municipal Elections are accessible.
The plan will address specific accessibility requirements in relation to the 2022 Municipal Elections in Loyalist Township and will address the requirements for conducting an election with regard for persons with disabilities as defined by the Municipal Elections Act, 1996, S.O. 1996, SCHED 32.
Under the Municipal Elections Act, 1996, as amended Section 12.1 (1) A clerk who is responsible for conducting an election shall have regard to the needs of electors and candidates with disabilities.
The focus of this Plan is to ensure that election services are accessible to all electors and candidates, to identify and eliminate barriers for persons with disabilities and to create a positive voting experience. This Plan is a “living” document which will be improved and updated as best practices are identified and opportunity for improvement arises. Staff will continuously review this Plan and review current information regarding providing accessible elections from sources such as the AMCTO, the Ministry of Municipal Affairs and Housing and neighboring municipalities.
Loyalist Township is ensuring all voting places are accessible to electors with disabilities by:
Creating an accessibility checklist for election staff to use when conducting site visits of each voting place ensuring each facility has:
- Barrier-free path of travel from the parking lot and sidewalk
- Barrier-free parking, where parking is provided
- Door operators or accessible doors
- Adequate lighting
Inspecting all voting places to ensure all locations are accessible:
- Where possible, make modifications to existing voting places to make them accessible, for example by installing temporary ramps
- Places that cannot be made accessible will be relocated or merged with other voting places in the vicinity
- Conduct an additional accessibility check in August/ September to ensure there have been no changes to the locations
Elections staff can mitigate voting place accessibility issues by performing the following roles when needed:
- Helping open doors without automated power door openers
- Operating elevators or lifts
- Direct voters to the accessible entrance if it is different from the main entrance.
Communicating service disruptions or last-minute changes that affect the accessibility of voting places during advance vote or on election day in real time:
- on the Loyalist Township website
- on social media
- at the site of the disruption
- when applicable, a media advisory will be issued.
Loyalist Township is providing information to support accessible campaigning by:
- Providing candidates with resources on the Loyalist Township website such as the Candidates’ Guide to Accessible Elections produced by The Association of Municipal Managers, Clerks and Treasurers of Ontario (AMCTO)
The Township is ensuring accessibility for candidates with disabilities by:
- Making the candidate’s guide and/or other relevant publications available in accessible formats
- Making the Loyalist Township voters’ list available in an electronic, accessible format, free of charge to all candidates
The Township is providing accessible customer service by:
Providing all election officials with accessible customer service training, and
- Holding training sessions for election staff on accessibility requirements, serving people with disabilities and on the accommodations and special services available to assist voters
Developing reference materials for all election officials highlighting how to effectively serve voters with disabilities:
- Including AODA Customer Service Standards, and serving people with disabilities messaging in all training materials and offer web-based training.
- Making individual accommodations available upon request to staff during training (for example, ASL interpretation or communication devices)
