Addition or Renovation

An application for a renovation or addition permit requires substantial information in order to be processed.
If you are not designing your addition or renovation yourself, you may require the services of a qualified designer. Items that must be engineered will need to be certified by a licensed Professional Engineer.
All work on the drawings must conform to the standards set out in the Ontario Building Code, applicable municipal by-laws, and other applicable laws. What do I need to apply?

Before we can issue a permit for you to add or renovate, we require the following:
- A Completed building permit application or Submit online
- Schedule 1: Designer information form
- $100 deposit
- Copy of deed/land transfer (copies may be obtained at Service Ontario)
- Agent authorization form (required if the property owner is not submitting the application)
- Approvals from other agencies as required
- Site plan indicating the following, if exterior additions are proposed:
- Property address
- Dimensions and area of the property
- Square footage of all existing structures on the property
- Dimensions of any proposed additions
- Distance from proposed addition to all property lines, easements, rights-of-way, and other structures
- Location of septic system and distance from proposed addition if applicable
- Location of water and sewer lines, if applicable
- Site plans may be hand drawn but must be clear and drawn to scale
- 2 sets of construction drawings (minimum 11” x 17” and PDF version) demonstrating the following information:
- Foundation plan
- Floor plan
- Cross section
- Elevations
- Truss and floor joist layout from the manufacturer
- Heat loss calculations and duct design
- Energy efficiency design summary sheet
- May require review of septic system.
- Township entrance permit and damage deposit for construction projects with a value greater than $10,000

Deck
|
A plan for a deck does not require the same detail as a house plan and can therefore be easily produced by a homeowner. If you do choose to draw up the plans for your deck there are several items which should be included so that we can process your application.
What do I need to apply?
|
In order for our building division to process your application for a deck permit, there are two drawings you must provide:
- A site plan showing location of the deck and distances to lot lines and if applicable distance to the house
- A plan for your deck

Your deck plan
|
A plan for a deck does not require the same detail as a house plan, so you can easily produce it yourself. If you do choose to draw up the plans for your deck there are several items which should be included so that we can process your application.
- Material and sizes for joists, beams and posts; including spans
- Height of deck above finished grade and railing height above finished grade
- Material for pier supports
- Dimensions of the completed deck including
- Outside dimensions of the deck
- Spacing between beams, joists and posts
- Section of deck using sample drawings as guideline, should include:
- Construction of railing including connection to deck
- Beam connections detail
- Height of deck and railing height
- Detail showing connections between posts and pier supports and connections between beams and posts
If a deck is not designed by you, it will then have to be prepared by a qualified designer and a Form 1 (Designer Information) will have to be completed.

Farm Buildings & Structures
|
The construction of farm buildings and structures can vary substantially.
If the purpose of the structure is to house livestock or manure, you will likely need to supply proof of completion of a Nutrient Management strategy or plan from the Ministry of Agriculture and Food.
All buildings or structures to home livestock and manure storage must also meet the minimum distance separation formula calculation (MDSII). What do I need to apply?

Here's what we need to get from you in order to issue a building permit for a farm building or structure:
- Completed application
- Copy of deed and survey
- Two complete sets of plans indicating the following:
- Foundation plan
- Building elevations
- Cross section view indicating dimensions, heights and construction materials;
- Site plan indicating the following:
- Lot dimensions and area
- Location of all existing farm building buildings relative to property lines
- Location of proposed farm building relative to property lines, road, other structures, manure storage, tile drainage, dwelling on the same lot, septic system, wells, easement and/or rights of way and overhead power lines
- Location of proposed farm building relative to any existing vacant residential lot and dwelling on nearby property within 500 meters
- Dimensions and heights of proposed structure
- Location of any watercourses, drainage, ditches, culverts and other water bodies including high water mark, top of bank and 1:100 year floodline contour (if available) with wave uprush limit
- Address and street name
- Health Unit approval (for rural areas); 613-354-3357
- If building is to house livestock or store manure, indicate type of livestock, number of livestock and capacity of building, please supply proof of approval for Nutrient Management strategy or plan from the Ministry of Agriculture and Food.
- If manure storage system; then indicate type:
- Covered storage system
- Open solid and runoff storage system
- Open liquid tank and runoff system
- Earthen liquid and runoff storage system
- Other
- Will require Professional Engineer to design farm building or structure when the proposed floor area exceeds 600 square meters
- Cataraqui Region Conservation Authority approval (properties along or near water)
- Ministry of Transportation Approval (properties that face provincial highways)
- Engineering details or plans prepared by Professional Engineer must be stamped

Garage or shed
|
If you're not designing your own garage, you will need a qualified designer. If your garage is designed as a floating slab larger than 50 m2, it must be designed by a licensed Professional Engineer.
All drawings must meet the Ontario Building Code, any municipal by-laws, and other applicable law.

- Location of garage relative to all property lines, driveway, easements, rights-of-way, existing building, street lines
- Location of any overhead power lines
- Location of nearby streams, rivers, or lakes
- For rural properties, location of well and septic system

|

How much will it cost?

Rural dwellings
|
The Potable (drinkable) Water Policy is to ensure that the water distribution system in a building shall convey potable water as required by the Ontario Building Code.
This policy applies to buildings with potable plumbing that do not use a municipal water system as their source of water. Most often that means that your home is served by a private well for drinking water.
If the potable water policy applies to your property, before a final inspection/occupancy will be granted, proof of potable water will be required.

Secondary Dwelling Units
|
This guide has been developed to assist homeowners in obtaining a building permit to allow the development of a secondary dwelling unit. The guide should not be relied on in place of professional expertise. If you are unfamiliar with building construction procedures the assistance of a qualified designer can save time and money. A number of processes must be completed before starting the construction of a secondary unit. A building permit is required in all circumstances.

On-Site Sewage
|
On-Site Sewage Systems are enforced by Loyalist Township with the authority granted by the Ontario Building Code Act.
It is recommended that the applicant refer to the Ontario Building Code for the current construction requirements. It will be necessary, at minimum, to reference Part 8 of the Ontario Building Code to complete all calculations required to design a sewage system, you may also reference the Application Guide outlined below to assist in understanding the design requirements.

Incomplete or inaccurate information may result in your application not being accepted or returned to you to make corrections prior to processing.

Sewage System File Review - Renovations and Additions

To ensure that the application can be processed without delays, the applicant must confirm that the application is complete, with all information requested and forms completed to a level of detail that does not leave any uncertainty.

Public Complaint Form
|
Any public concerns regarding sewage systems should be submitted via a public complaint form.

File Search
|
For information regarding existing sewage systems, please fill out the application and return to the building department with payment. Please note that a file search can take up to 14 business days granted there is sufficient information provided.

Pool or Hot Tub
|
A building permit is required when you are installing a hot tub, a whirlpool or spa. You also need a permit if you are installing a pool, including inflatables, that can hold 24 inches or water or more. These all need to be protected by a fence or similar enclosure.
A fence isn't needed for a hot tub, whirlpool or spa if it is fitted with a lid or cover that locks. The lid must comply with clauses 9.1 and 9.2 and 9.4 of the American Society for Testing Materials (ASTM) Standard F1346.

- Location and dimensions of registered easements and rights-of-way
- Location and type of fence and/or enclosure

If deck is to be built in conjunction with the pool, cross section showing materials and spans.

Final grade elevation relative to top of pool for entire pool circumference (above ground pools only)
A Township Entrance Permit form shall be completed showing the intended access from the road to the pool installation area. A $100 application fee and $50 inspection fee is collected, and if access occurs over Township boulevards, sidewalks or curbs, a $2,500 damage deposit will also be collected. The damage deposit fee will be released at the completion of the project if there has been no damage done to Township property.

Woodstove
|
The installation of a woodstove, fireplace, chimney or outdoor solid fuel combustion appliance requires a building permit. Submitting a complete application will ensure the timely approval of your permit. Please note that most insurance companies will require a WETT certificate. Before starting the installation, you should notify your insurance company of your intentions.
