Water and Sewer Billing and Information
We provide treated drinking water and sewer service to Amherstview, Bath, and Odessa.
What makes up your bill? |
User rates are collected to fund the operating and capital costs of the water and sewer systems. Your bi-monthly water and sewer service bill is calculated using fixed and consumption rates, which are approved annually by Council. The fixed rate remains constant on each bill, whereas the total consumption charge will vary based on how much water you use.

A user rate study was completed in 2019, which approved a transition to recover approximately 60% of user rate revenue from consumption rates rather than fixed rates by 2029. The purpose of this was to provide for a more equitable rate structure between user groups and to encourage conservation. |
Billing cycles |
We read water meters in your area every sixty days and mail your bill around the middle of the month. Your payment is due approximately three weeks later. You can avoid late payment fees by making sure we get your payment by the due date. If you live in Amherstview, your billing due dates are in January, March, May, July, September, and November. If you live in Odessa, Bath, Brooklands, or Harewood, your billing due dates are in February, April, June, August, October, and December. |
How to pay your bill |
Automatic withdrawal – Complete our Automatic Debit Plan authorization form and we will take your payment out of your bank account on the due date. You must advise us in writing or fill out this online cancellation form if you want to cancel automatic payments. Online or telephone banking – Add Loyalist Water or Loyalist Utilities as a payee. Use your 15-digit account number, found on your water and sewer bill, with no spaces or dots. Please allow enough processing time to make sure we get your payment by the due date. In person – You can pay by cash, cheque, or debit at the Odessa Municipal Office during office hours. You can also drop payment by cheque into one of several 24-hour drop boxes throughout the Township:

Paperless billing option |
Go paperless and we will deliver a PDF version of your water and sewer bill directly to your email account. The electronic bill looks just like a paper bill, and your due date and payment options are the same. To go paperless, please fill out the e-billing form. |

Tenant accounts |
If you own a rental property, you are responsible for all water and sewer service charges at that property. If you would like the bill to be mailed to your tenant, you need to complete the correct form. |
Overdue accounts |
We do not cut off utility service for unpaid accounts. Our water and sewer rates by-law lets us add any amount owing over sixty days to the property taxes for your property. There is a $20 fee each time we do this. |
Bulk water for commercial users |
We have a bulk water station just north of Amherstview to supply water to commercial water haulers. For more information please visit our Bulk Water page. |
